July 6 is celebrated as "Vaccine Day". Since Dr. Louis Pasteur, the Father of Modern Vaccinology, tested the first rabies vaccine on a human subject on July 6, 1885, vaccines have decreased the incidence of infectious diseases, enhanced the quality of human life and brought many economic benefits.
In commemoration of this special day, the ACCJ Healthcare Committee has been holding seminars related to vaccines and we will hold the third commemorative seminar this year.
Especially this year, under the subject of "Vaccination - How Vaccines Can Protect Our Health and Society", the Committee invited Dr. Takeshi Enami, Director of Immunization Office, Health Service Division, Health Service Bureau, MHLW and Dr. Nobuhiko Okabe, Director General, Kawasaki City Institute for Public Health, as speakers.

Dr. Enami will speak, under the title of "Immunization Policy in Japan", on the preventive vaccination system implemented to protect the people’s health against infectious disease, as well as the review of such system and various measures taken to accurately respond to the changes of social conditions, from the viewpoint of the supervising government agency.
Dr. Okabe will speak, under the title of "For Infectious Disease Control and Safe Vaccination", on the importance of vaccine and vaccination that have been contributing to the control of infectious diseases, some important points to note and what preventive vaccination should be.

Preventive vaccination is a critical tool for the control of infectious diseases and has been contributing greatly to the eradication of smallpox, the near eradication of polio and the reduction of the incidence of such diseases as diphtheria, tetanus, pertussis, tuberculosis and measles. On the other hand, as the incidence of infectious disease lowers, adverse events following vaccination attract attention and negative opinions of vaccination may arise. If vaccination is temporarily stopped in such circumstances, the incidence of the subject disease may increase again, resulting in the increased number of victims. Unfortunately, this situation has been occurring repeatedly.
To resolve the situation, the preventive vaccination system has been improved and efforts have been made to introduce safer vaccines. However, no ideal vaccine with 100% efficacy and safety actually exists and at present, vaccines are used considering the balance between the threats of subject disease and adverse events following vaccination.

When considering such background, this seminar provides a good opportunity for policymakers (the administration side) and people to jointly review the value and benefits of vaccination to promote public health and disease prevention. We especially wish to recommend those working for the healthcare industry to participate in this seminar.
