METI's Plan for Renewable Energy in Japan - The May 2016 Amendment to the Act on Special Measures for Renewable Energy
In late May, the Japanese Diet passed an amendment to Japan's law governing the feed-in tariff for renewable energy. Among other things, the amendment effectively ends the current feed-in tariff certification system for projects that have not secured an interconnection agreement with a utility by March 31, 2017, and lays the basis for a new system that will require developers of larger solar PV projects to compete for allocated capacity via competitive bids. Our speaker, Mr. Yasuhiro Matsuyama, has been the primary METI (Ministry of Economy, Trade and Industry) official in charge of shepherding these amendments through the Japanese law-making process, serving director of the New and Renewable Energy Division, Energy Conservation and Renewable Energy Department, Agency for Natural Resources and Energy (ANRE) of METI. In 1992, Mr. Matsuyama graduated from the Faculty of Law at Tokyo University and entered METI. His duties have involved environmental and energy policy, as well as various policy plans and enforcement, including trade policy (FTA), industrial human resource policy, and IT promotion administration. He resided in the United Kingdom as an industry researcher for JETRO London for three years from 2009, where he carried out European/Middle Eastern/Asian energy research activities, including renewable energy. After his return to Japan in 2012, he was appointed as director of the Petroleum and Natural Gas Division, and from December 2012, as an Executive Assistant to the Minister. He assumed his current position as director of the New and Renewable Energy Division in September 2014.
