Limited availability of suitable land has been a substantial hurdle for development of onshore wind power for ocean-bound Japan. But offshore, significant—and often overlooked—opportunities exist. A long-awaited bill to facilitate development of offshore wind power was approved by the Japanese Cabinet earlier this year and is awaiting passage by the Diet. This bill reveals the government’s general thinking around how Japan will promote the development of offshore wind projects—but it is light on specifics. For example, the criteria and timetable for designating offshore development areas—and how the auctions for development rights will work—is unclear, as is who will bear the cost of grid connections, among other issues. Please join us for a timely and topical panel featuring two cutting-edge wind developers and a leading renewable energy finance expert. We will explore how perceptions and opportunities for development of offshore wind power in Japan have changed and what challenges to commercial-scale offshore development remain. Panelists: Part 1: Naoaki "Nick" Eguchi (Partner, Baker McKenzie) will give an update on relevant laws, policies, and Diet discussion around development of offshore wind power in Japan. Part 2: In a panel-style discussion, David Povall (CEO, Acacia Renewables) & Mark Anderson (Japan Country Head, Pattern Development & Executive VP, Green Power Investment Co.) will discuss the perspective of active international wind developers on global trends, challenges, and opportunities particular to Japan.
